Blood 43 Program

     Hebron Fire Protection District is implementing Blood 43, a prehospital blood transfusion program designed to improve survival after serious roadway crashes and other traumatic emergencies involving suspected life-threatening hemorrhage.

Blood 43 is part of HFPD’s effort to strengthen post-crash care in Boone County. While roadway safety efforts often focus on preventing crashes, survivability after a serious crash is also critically important. When patients are severely injured and experiencing major blood loss, time matters. Blood 43 is designed to reduce the time between injury and blood product administration by allowing trained HFPD paramedics to provide blood products before the patient arrives at the hospital.

The program will launch on July 1, 2026. Blood 43 will be based in Boone County and may also support neighboring jurisdictions through existing mutual-aid processes when requested. The program is intended to assist EMS crews caring for patients with suspected life-threatening hemorrhage, including victims of serious motor vehicle crashes along local, regional, and interstate travel corridors.

     As part of this effort, HFPD has developed a Regional Post-Crash Care Comprehensive Safety Action Plan. This plan identifies the roadway safety problem Blood 43 is intended to address, describes Boone County crash history, outlines the program’s leadership and planning structure, and establishes how HFPD will measure progress over time.

     The documents posted on this page are provided for public transparency and grant application support. They explain how Blood 43 aligns with roadway safety, post-crash care, and the Safe Streets and Roads for All grant program. HFPD will continue to review program performance, roadway crash-related activations, response times, time to blood product administration, quality assurance findings, and available patient outcome indicators as the program is implemented.
